It says restore but not update

iPad isn’t charging

i shut down and restarted it. Waiting to see restore or update. Only shows restore. What do I do

a software update is required to restore your iphone We have found this warning to never install and will also brick the iPhone or iPad. Cannot restore by bypassing either. We see this in macOS and Configurator
