My IPhone Xs stuck in apple logo loop with green screen flashes

My phone crashes. As i remember, my phone is updating itself at low battery status until it died out. When i picked it up. it got stuck in the apple logo loop with green screen flashes.

When i do the update and restore using my laptop, the phone always restarts with green screen flashes before updating or restoring itself.

Please give me specific procedures. i want to fix this myself because i refrain from going outside to go to a service technician.
