Could not receive text messages on my physical SIM card

I've iPhone XS and I started using dual SIM recently. However, I'm receiving text messages only to the number associated with the eSIM, which is my AT&T account. I don't receive messages sent to my physical SIM card which is another provider (not AT&T). I've eSIM configured as the primary number and the physical SIM as the secondary number. Thoughts?
