Why can't airpods pro's be tracked 24/7?

Read all of this document. Pro batteries can last up to 72 hours but it not only depends upon batteries but also other tracking requirements.

"Find My is the only way that you can track or locate a lost or missing device. There is no other Apple service that can find, track, or otherwise flag your device for you." ALL the requirements must be fulfilled for Find My to even have a chance to work.
- Find My [device] must have been set up before they went missing.
- They must be in range (<300') or all you will see is "last location".
- They must be charged.
- They are not inside their Charging Case.
- They have not been reset by somebody who found them.
