reset device id

Is it possible to reset the device ID without doing a factory reset on the iPhone? Our university has the student IDs on Apple Wallet, and I've been helping a student with an issue. We add the student ID cards to the wallet through the Transact eAccounts app, and this student let a friend add her ID to the friend's phone. After she removed that card, she tried to add her own card to her phone. Now she's getting an error saying "sharing devices not allowed." I've been working with the Transact tech support people and they recommended we reset the device ID, but I'm not sure how to do that. Do you have any information on resetting the device ID?
