Family sharing - divorced parents

My ex is refusing to sign my daughter's iclound account over to my family group, she is with me 90% of the time so I cannot do anything on the phone her gave her to update apps etc. She uses other devices but on my account, and I want to add her to my family group. He has now suggested that we are both adults in the same family group for family sharing.


BUT my understanding is that as he is the "owner" it means any app purchases would be made with his payment details and he would have to approve them. The only benefit would be we can all share our purchases and subscriptions.


Is that the case? Or can parents have dual control and both of them approve app downloads etc?

The payment option is only for the organizer. Others in the family can redeem iTunes Gift Cards to their accounts that are charged before the organizer's method of payment.


You can have 2 approvers.
