The download was complete so far as I could tell. The file Xcode_9.2.xip is indeed 5,478,692,088 bytes.
After downloading Xcode_9.2.xip three times, on two different Macs, in both Sierra and Catalina, unable to unpack it with macOS Archive Utility, The Unarchiver or Pacifist (which froze in the attempt, had to force quit), failed download a fourth time (Safari said it would take 25 minutes, 15 minutes, then 28, 48, 57, then finally after ~2 hours it simply stopped at 60%, couldn't be restarted), I then copied the last successful download from my Catalina MacBook Pro back to my primary Sierra MBP, and it finally opened.
Then I went to download it again on my primary MBP in Sierra Safari, wondering if maybe the other browser I'd used was the problem. This time the Apple Developer download page was down, under maintenance, apparently with a lot of other Apple sites/pages. After an hour or so, when all was operative again, the download succeeded (though it stopped at 70% – "The network connection was lost" – had to be restarted), then Xcode_9.2.xip opened okay (though slowly) with Archive Utility.
Well, it cost me over 4 hours, but I finally have the thing. Actually, I wasn't going to be using it any time soon anyway, so was going to give up after this last try failed. But it didn't, so I guess I've got it. Is your copy of the app 10,571,472,648 bytes?
Curious, tried Xcode_9.2.xip with Pacifist again; after 4 minutes, success. Tried The Unarchiver; again failed, still says "Data is corrupted".
Never used Xcode before, am not a developer, just saw where somebody used MacPorts to correct the "sudo vulnerability" in Sierra, since Apple won't. So I looked at MacPorts; still don't understand what it is, but it says it needs Xcode, so I went to get it. Maybe I'll give it a try when I have some time….
