Get both watch and iPhone notifications at same time

How do I get my watch and iPhone to both pop up a notification when I get texts etc?

That is not how it works. When the iPhone is locked, notifications appear on teh Watch. If the iPhone is unlocked, then notifications appear on the iPhone, not the Watch. You cannot receive notifications on both at the same time. See this for information on Notifications. Notifications on your Apple Watch - Apple Support
