Shortcuts app restricted

Hi, I was going to add apps to my phone when I decided it would be a good idea to try customizing my phone’s icons with Shortcuts. I had done this before but for some reason, it wouldn’t appear in app library. I went on the app store and pressed open and it would say “Restrictions enabled. Certain apps, features or services can’t be seen or used when restrictions are on. To use this all, turn restrictions off. As I had once restricted an app before, I knew where to go. However there was no sign of shortcuts being restricted. I found this discussion (Apple Podcasts app wants Restrictions Dis… - Apple Community) on where something similar happened. I tried all options on it but there was always something wrong e.g. for the last one there was no option for enabling or disabling restrictions. Thanks

Restrictions were moved into screen time.


Try turning off any screen time restrictions found here:

Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support


If that does not work, you might want to try to reset all settings on iPhone:

Return iPhone settings to their defaults - Apple Support


Reset All Settings: All settings—including network settings, the keyboard dictionary, the Home Screen layout, location settings, privacy settings, and Apple Pay cards—are removed or reset to their defaults. No data or media are deleted.

And also yes, I knew that restrictions were moved to screen time. I had once restricted an app before in iOS 13 but after a few days of worrying whether anybody was texting me I removed it. I also read the links, I had tried everything. Maybe to solve this issue I could try reinstalling the app, but does anybody know how to delete a restricted app? I also reset the home screen as it took me a while to restore my phone from backup when I first got it (believe it or not, a few days ago) and I didn’t want to go through the process again. However, that did not work. It is still restricted.
