iPhone 11 doesn’t seem to have text message forwarding.. how do I setup?

I just got an iPad 8th generation and I have an iPhone 11. Both are running iOS 14.4. I can’t even find a menu section for text message forwarding. Your instructions for this don’t work for the current iOS it seems. What is the fix for this. It rings when I get a call. I also have Spectrum service. I have a cellular plan for both. Can someone help me?

the apple help section of the apple website show how to text from an iPad. Your instructions specifically state to go into the message forwarding section of messages and it doesn’t exist... therefore your instructions on apple website don help to receive texts on an iPad... if it doesn’t exist then it’s impossible to actually text from an iPad even with a cellular plan

So again, I am not Apple, so these aren't "my" instructions.

Let's define text first. Even a cellular iPad can't send or receive carrier SMS/MMS messages. A cellular iPad has access to only the data channel for a carrier and SMS/MMS messages are sent through the carrier's voice channel.

An iPad, using wifi can send and receive Apple's iMessages.

To send and receive SMS/MMS messages, an iPad must route them through an iPhone using Continuity.

So I am going to ask once again for details on what you expect to see and don't.

"don't work" and "doesn't exist" does not help anyone understand your issue.
