I disputed charges now my account is locked how can I unlocked

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.

I suspect Apple thought there was some suspicious behavior on your account. You need to contact them to resolve this:

It seemed to me since you said, "I disputed charges now my account is locked," that this is more than the standard payment issue covered by the "disabled in the App Store" message. Apple will disable an account if they suspect unusual behavior on it. Asking for a lot of refunds may have triggered that which is why you need to use the links I provided to get to the correct people for dealing with that level of account suspension.
