Seems no More than a Bug:

Your post is not the first I have seen with this issue since this service was released a few days ago. The form is buried several stages deep and I can't see it myself without triggering activation lock on one of my devices -- which I clearly don't want to do! -- , so I can't help you with specifics, sorry.

Use the Get Support link in the upper right, and discuss this case and the error with the folks that work at Apple...
