we have activated family sharing but cannot share the app we want to share

Hi All - i just cannot seem to complete the family sharing of an app. I have my payment options all positively selected and bank details are correct but cannotfind the end part where the app can actually be shared with my wife! done this over and over and no happiness!!

iPhone 8 Plus, iOS 14

See If you don't see your family's shared content - Apple Support. Some apps may be excluded from sharing.
