How to restore the weather widget on an iPad?
I think I just figured this out.
If your Widgets panel is not visible on your iPad, swipe right to view the Widgets panel.
OR
Make sure the Widgets panel is part of your Home screen.
Tap and hold anywhere onscreen until your iPad goes into jiggle mode
Tap the + ( add sign ) at the upper left hand corner of the screen to bring up the Widgets Library
Locate and tap on Weather Widget from the Library of Widgets
Swipe right on this Widget to bring up different versions to use in the Widgets Panel.
Then tap Add Widget.
To relocate the Widget, with the screen still in “jiggle mode”, tap/hold on a Widget and slide it up or down to place it a different location within the Widget hierarchy.

I haven't been able to figure this out, either.
The Specialists link to Widgets is a useless one.
The default iOS Weather Widgets has seem to have gone missing for me too!
This is a generic response for adding widgets. The question was about how to find a specific widget (weather) on an ipad
My weather widget on iPadOS has seemed to just up and disappeared, as well!
Where did it go and how do we all get it back!
It is no where to be found in the list of available widgets when you choose to edit/customise widgets.
