The seller swore all I needed to do was replace the busted screen and do a hard reset to put in my information. It starts with Hello, choose language - English, choose region - USA, Quick Start - Set up manually, Then I'm stuck because it says "Activation Lock in iCloud" Hoping I didn't get burned for $100.
Any help would be appreciated. Thank you.

There is no way to contact the person holding Activation Lock here until and unless they have comfigured that info onto the iPad, nobody here can help you with locating the person holding the Activation Lock, nor will Apple help you with bypassing Activation Lock here, and—if the seller has disappeared, and as is often the case—you have no recourse for any this save for a discussion with local police.
Recycle it.
Activation Lock is a theft deterrent, and it wouldn’t be a deterrent if it were easy to bypass.

Contact the person who set the lock or ask the seller for a refund. It's an anti-theft measure.
