The touch bar disappearing and can't customize it

Whenever I click on the arrow to expand the control strip, the everything on the touch bar completely disappears except for the esc key. The control strip only reappears when I switch apps, such as from Chrome to Finder, but then when I try to open it again it disappears. Then when I try to customize the control strip in System Preferences, it only gives me the option to customize the full expanded touch bar, but not for just the small control strip. I've reset my computer, done an OS update, and quit both TouchBarServer and Control Strip in Activity Monitor and nothing has fixed it. Help pleaseee! :)
