To restore your iPad, you will need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS). Use of a PC/Mac is unavoidable.
If you don’t have a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store, or Apple Authorised Service Provider (AASP) will be able to assist.

If your iPad works now, then you can also reset it directly from your iPad. It will work the same way.
Go to:
Settings -> General -> Reset -> and select Erase All Content and Settings
When done, you will get to the "Hello" startup screen, and can set up your iPad as new.
