MacBook Pro 2017 is not charging while using, but it is charging only when it's off. How should I solve this problem? I restarted SMC. My current battery cycle is 606.

Try connecting the charger to another USB-C port (especially on the other side of the laptop if you have four ports).

Try rotating the charging cable 180 degrees (aka upside down). Yes it can make a difference.

Connect the charger directly to the laptop instead of using any multi-port adapter, dock, or hub as these devices may not allow the full power of the charger to reach the laptop. Also disconnect all other external devices.

Unplug the charger from the electrical outlet for a minute to reset the charger's internal circuitry.

Are you using the correct charger for your laptop? If you have multiple chargers and you use one too small, then the smaller charger will behave as you have described.

Try running the Apple Diagnostics to see if any hardware issues are detected.

Are you working the laptop hard? If so it may keep the laptop from charging until the laptop isn't working quite so hard.

Check the condition of the Battery by Option-clicking on the battery icon on the menubar. If the condition is "Service Battery", then macOS has detected a hardware fault with the battery. Unfortunately if you are running macOS 10.15+ you may no longer see this as any issue will be shown as "Service Recommended" whether the battery just has a shorter runtime or if it has a hardware fault (poor decision by Apple here to mix the two together).

Here is an Apple article for troubleshooting charging issues:

If you still have issues, then you will need to have Apple or an Apple Authorized Service Provider examine the laptop (and charger & charging cable) to provide you with a repair estimate.
