It's normal if you always charging your MacBook Pro.

If you concern about it, if your MacBook Pro has intel processor, resetting SMC could help your question.

Does it show still charging on a "full" battery with the charger detached?

I'm not on my MBP right now, but my 100% iPhone shows the lightning bolt as long as it's attached to charger. MBP may be the same, I just never noticed as I let the circuitry do all the worrying.
