SIP is disabled although I enabled it through recovery mode

I disabled SIP before and I wanted to enable it again through recovery mode, but it doesn't work. I type "csrutil enable" and when I restart my laptop and check the status of my SIP through "csrutil status" it says that everything, except Apple Internal, is enabled. What is the issue?
