Hello KingFoot.
The Paypal app and its settings is managed by you (the user). Apple does not play a role in it. Here is how to remove your credit card from your PayPal account.
Open the Paypal app ➔ Settings (Top Right) ➔ Banks and Cards ➔ Tap on your Amex Card ➔ Remove Card. That should do it.
