"An error occurred while loading a higher-quality version of this photo."

My photos and videos are visible in my library, but in lower quality. In the bottom right corner of the individual photo/video there is an exclamation mark sign. Videos aren't playing at all. Airdroping them isn't working and they aren't visible in my iCloud photo library. A few months ago I hadn't paid for my iCloud and it switched off and then I repaid for it, but that's when the issue first appeared. What do I do? It has been more than 30 days since that happened.
