You can continue to use the iPad whilst charging - either while connected to the Power Adapter or a PowerBank (USB Battery).
Be aware that when connected to external devices, the iPad Lightning is vulnerable to damage. Whilst using the iPad with a cabled connection is totally acceptable, this arrangement may not be sensible for young children.
