If your Apple TV box is 3.9 inch and black, then it is at least 2nd generation. Identify your Apple TV model - Apple Support

It is waiting on input from the remote.
The remote signal is definitely being received and I have put a new battery in the remote.
An unlinked remote will be acknowledged but ignored. You can re-link a remote as described here. Don’t skip step 1, to clear any previous link first. If your Apple TV remote isn’t working - Apple Support
I have also tried linking to PC with USB-C cable - but that doesn't work either?
Restoring through a PC requires iTunes. Did you use that? Restore your Apple TV - Apple Support
