Is there any way to remove iCloud lock without Apple ID. I bought iPhone on eBay was told it was unlocked but they lied

Is it possible to remove an iCloud lock ? I bought an iPhone 11pro max on eBay was listed as open but when I put a new screen on it has an activation lock

If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.

Turn off Activation Lock - Apple Support.
