how to remove icloud lock
I bought an Iphone from ebay which requires the original apple id and pw. the seller went on the Icloud site to remove the device but it does not show there. Could it be Icloud locked just on the phone?

The seller would need to sign out of iCloud on the phone. If the seller can't help, check with eBay to see what their return policy is.
