how to remove icloud lock

I bought an Iphone from ebay which requires the original apple id and pw. the seller went on the Icloud site to remove the device but it does not show there. Could it be Icloud locked just on the phone?

Icloud Hello, I bought an Iphone X from ebay and there is an Icloud lock on it. The seller can't help me remove the lock because he doesn't know the password. I was wondering if Apple could help me remove it because the Iphone is useless at this stage.

The seller would need to sign out of iCloud on the phone. If the seller can't help, check with eBay to see what their return policy is.
