Manage mail plug-ins with Big Sur 11.2

How can I enable mail plug-ins, such as MailButler, on Apple Mail with Big Sur 11.2 or higher? There is no longer a "manage plug-ins" option in Mail preferences.

I'm having the same problem in macOS 11.2.2 (20D80), Mail Version 14.0 (3654.60.0.2.21). I tried the steps in the Manage Plug-ins button is gone from Apple Mail link you provided, and the Manage Plug-Ins button still doesn't show up. Do you have any other suggestions to try?
