Apple Cloud Restore Backup Account

I have an iPhone 6S Plus that I used and now is broken. But, automatically backed up my iCloud. I purchased an iPhone 6, and it is unlocked. I am unable to recover my iCloud backup account on my new Apple iPhone 6 because it is sending a message to my broken Apple iPhone 6S Plus that someone is attempting to sign in to my iCloud account with a code. Is there a way to sign in to my iCloud account on m new Apple iPhone 6 without that message being sent to my broken iPhone?

You can send the code to your trusted phone number to get it. You'll have to insert your sim card from your old phone into literally any phone that it fits and is set up. You can use a friend or family member's phone.
