My phone has 64 gB capacity. I have 200gB iCloud storage. Will my photos keep pushing to iCloud when my phone gets full and continue to allow me to take pictures?

You would need to have iCloud Photos turned on and also need to have Optimize iPhone Storage turned on. Both of those options are at Settings > [username] > iCloud > Photos.
