How do I file a claim if I am unable to turn on Find my or establish it in Activation lock mode?

How do I file an insurance claim if I am unable to turn on find my or turn it on activation lock mode?

Is it still possible to recover my device if I have my serial # or IMEI number?

Warm regards,

You omit a lot of details so it is hard to be specific. You can only set up Find My when you are in possession of the phone. You then set it to Lost Mode if it is stolen. See:

If your iPhone, iPad, or iPod touch is lost or stolen - https://support.apple.com/HT201472

Find My is the only feature Apple offers to find a stolen device. It does not use the serial number or IMEI. In fact Apple isn't using the feature, you are, from another device.

In order to file an insurance claim through AppleCare with Loss and Theft you have to be able to activate Lost Mode.
