How can I move photos to a new folder, then delete them from "Library" but still see them in the folder?

Hi - You can't.

When you move to an album/folder, you are not making a copy. The album simply "shows" the same image that is in the library. The library always shows all images you have in your.... library. That is what it is for.

(Think of an album as a list of images from the library - when you show the contents of an album, photos looks at the list, and shows you those images from the library)

This also means you can have the same photo in as many albums as you like - without taking any additional space. And if you edit that photo to (for example) improve contrast, that improvement is seen in all albums.
