apple pay doesnt work with one contact, but it works with others

When I try to use Apple Pay with one contact, I get an error message that says, “Apple Cash requires the same Apple ID for iMessage and iCloud.” It works fine with other contacts and when I go to my iMessage settings, everything is checked. What’s the problem?
