Lock ALL access to ANY settings on an iphone

I have searched hi and low on how to lock ALL settings on an iphone. Basically just want to block ANY access to an iphones settings, REQUIRING a password when I press the the settings button.

NOT talking about "screentime" ... it does NOT block all settings.

For example, I would like to block someone from turning on data, and/or turning on/off wifi, etc.

These are not able to be blocked by screen time unless I am just not getting it, which is possible.
