I cannot send money or add money to my Apple Pay

Settings>Wallet & Apple Pay>Apple Cash - if you are at least 18 and a US citizen you can turn that on. Where are you located?

Yes. If you have a negative balance on your Apple Cash you need to transfer enough money from your bank account to cover the negative amount. You should also go here - Apple Pay Customers
