You have to be signed in in the iTunes/Apple Music Store, and have a payment method registered there though podcasting is free). You need to authorise your computer to play purchased iTunes/Apple Music items.

In Apple Music (Mac) it's menu Account>View Account:

It's much the same in iTunes. I don't know how it works in iOS but the basic principle is presumably the same.

Of course I have no idea what equipment you are using. where are you trying to do this, and with what operating system?
