submit an app with xcode 10.1

when i want to submit an app, the xcode prompts the app should be build with ios sdk 13+, yet my xcode is xcode 10.1, the macos is high sierra, there is no ios sdk 13.

can i just download ios sdk 13, and build my app with it?

Submissions to the App Store will have to be compiled with settings that are compatible with the newest devices and software versions. That cannot be done with older versions Xcode software.

The currently latest version of Xcode requires macOS 10.15.4 or later. Which means that your development Mac must be able to run that version macOS too.
