unable to activate due to an update required

My iPhone 7 all of a sudden started saying "no service" It was due to it needing to be updated but there was no available update. I connected to my mac and tried that way but nothing worked. I did a factory reset and now I can't continue due to it saying "unable to activate. an update is required to activate"

"Unable to activate" an update is required to activate your iPhone 7 I've updated the iPhone 7 to the latest software (15.4.1), I've reseted it, and I have checked the SIM card to make sure it's undamaged but nonetheless I still get the "No Service" on the top left and when I go to active the iPhone it doesn't allow me and I get the "Unable to activate" an update is required to activate your iPhone" message. Does anyone have a clue as to what the issue might be?

It is probably due to a carrier update - not an iOS update. See:
