unable to activate due to an update required

My iPhone 7 all of a sudden started saying "no service" It was due to it needing to be updated but there was no available update. I connected to my mac and tried that way but nothing worked. I did a factory reset and now I can't continue due to it saying "unable to activate. an update is required to activate"

It is probably due to a carrier update - not an iOS update. See:
