Go to:

Settings -> Apple ID (Your Name) -> iCloud -> Find Contacts in the list and activate.

If your contacts are gone, go from a PC / Mac to https://www.icloud.com/ and login.

Select account settings under your profile picture, scroll down a bit on the page, under Advanced you will find "Restore Contacts"
