Unable to import pictures into messages. Get "Unable to Load Items, to view and select items, update your photo library." Also unable to open Photos with Craigslist photo selector. I did the option/command start up of Photos and then repair but no difference. Any ideas? Thanks.

Thanks for reaching out to Apple Support Communities. We understand your photos are not loading in apps on your new Mac. We’ll be happy to help with this.
If repairing didn’t help, and Photos works fine, try booting into safe mode and see if the issue continues there. “Safe mode can help you to determine whether an issue is caused by software that loads as your Mac starts up.” You can read how to do this here:

Also, check the Privacy preferences on your Mac and make sure Photos are enabled for these apps there as well:

No clue what "update your photo library" even means!
Cannot give any apps access to my Photos (no + or - buttons):
