Where is my Apple Music Library after resubscribing to Apple Music?

I've done this multiple times over the past 3 years without any problem. I allow my Apple music subscription to expire sometimes because I don't have a need for it. I then renew when it makes sense for Me. What seems to happen when it expires is my Library reverts to the state it was before I ever joined Apple Music. Obviously at that point I no longer have access to anything I added to my library through Apple Music. Then when I re-subscribe it seems to upload my existing Library and within 24 hours or so my Apple Music Library shows up exactly like it should. Until now.

I paid for 1 month of individual access on the only iTunes account I've ever had. It took maybe 8 hours or more to upload all the songs it needed to, but my Library looks exactly the same. Nothing new added since 2018 so it's still my Library how it was before ever joining Apple Music.

I'm using a 2012 iMac and I was on Mojave until earlier today. I reluctantly upgraded to Catalina as iTunes in Mojave did not have a sync library option in the preferences. Hoping this is why I was having a problem I upgraded to Catalina and checked the box sync library. When that didn't work I removed the checkmark hit OK. Went back in and placed a checkmark in sync library and clicked OK again. All that seemed to do is show that album artwork was being updated.

I understand basic troubleshooting one would ask what changed since this worked last time?

I'm now on Catalina instead of Mojave and using the Music app instead of iTunes app. Also my subscription ran out almost 8 months ago. This is the longest period I ever went without Apple Music, but I can't see that being a problem. I'm using the same Apple account that I've always used.

I added 2 albums to my "NEW" Apple Music Library today to see if it would trigger a sync, but nothing.

One last thing that I find odd is if I access Apple Music on my phone it's recommending mostly stuff that was already in my Apple Music library. I don't listen to popular music so it's grabbing this info from somewhere.

Any assistance would be greatly appreciated.
