Enter Passcode for Other iPhone

I'm logged into my icloud account but I can't access some of my information because everytime I login I get asked "Enter Passcode for Other iPhone". And the password for the iphone they want me to unlock is 6 digits. I've never used a 6 digit password before. I logged into iCloud on my mac and it said that the only device using my apple id is my current phone, no previous ones. The only option I have right now is to press forgot iphone passcode which would make me reset my encrypted data. Any ideas?
