If your iPhone is locked then it is locked to the carrier that it last worked on. You can call that carrier and ask about getting that iPhone unlocked. Each carrier has its own requirements to unlock an iPhone. They can discuss those things with you.
If you know that you iPhone is unlocked then you can contact Chattr and ask them what is going on and why you cannot use their network service on your iPhone 11 pro Max.
