Thanks for using the Apple Support Communities. We understand that you're running into an issue with your payment method in App Store. Have you confirmed the billing address listed for your payment method matches what's on file with the card issuer? If not, give that a try and see if corrections are needed.
Change, add, or remove Apple ID payment methods
