Nothings seems to work on Error 9956

I have roughly 2800 photos and movies on my phone. 2100 of them are producing 9956 errors when I attempt to import them using Image capture. Even on normal sized JPG formatted images.


I have dealt with the security settings on my mac

I have confirmed full permissions for the hard drive I'm importing to and also attempted to import directly to my system drive.

I have tried both settings in the photos app settings, (both automatic and compatible)


I'm using MacOS 10.14.6 on a MacBook Pro (15-inch, 2017)

I'm using iOS 14.4 on an iPhone 7 MNAC2LL/A


Is there anything else to try? I'm trying desperately to avoid Apple's crashy Photos app.

I just fixed this by adding even more than is commonly suggested on the web to System Preferences/ Security and Privacy/ Full Disk Access


Here's my list. I didn't get a single 9956 error out of 2800 files:
