We understand you are trying to reinstall macOS High Sierra on your Mac mini, but when attempting to use the bootable installer you created your Mac starts up to a circle with a line through it.
Please note that you don't need a bootable installer to reinstall macOS, but it can be useful when you want to install on multiple computers without downloading the installer each time. What you are seeing when you restart is a prohibitory symbol, which means that your startup disk contains a Mac operating system, but it's not a version or build of macOS that your Mac can use.
