If your iPad has a physical SIM slot, then you have a WiFi+Cellular model of iPad - that includes aGPS functions.
Although GPS is integral to the Cellular chipset, its functioning is completely independent of Cellular.

Is your iPad a WiFi + cellular model? If so, it already has a built in aGPS chipset.
If it is a WiFi only iPad, you will need an external GPS antennae to use with it. Bad Elf makes such devices for iPads. There may be others too, but Bad Elf is the only one I know.

my iPad has a SIM card does this mean it is cellular capable?
there is no. Indication in the settings that it has cellular.
