By laptop you mean Mac, right?
Screen Time
Settings > Screen Time > Content and Privacy Restrictions > Allowed Apps > AirDrop [Enable]

If you have Contacts Only turned On then please add Apple ID of the sending device to your list of contacts on the receiving device. See the pic at the bottom of this post for better clarity
Before you begin
You can put your AirDrop receiving setting to Contacts Only or Receiving Off at any time to control who can see your device and send you content in AirDrop.
Thank you for the informative detailed response. Technically I did not have "Screen Time" on yet I am still able to airdrop to my wife's phone, but not our laptop. But, I did all this per your instructions, but nothing has changed - I still can not airdrop to the laptop, but still can airdrop to my wife's phone.
So weird! It was working just fine a week ago and now this!
I can airdrop to my wife's phone and then airdrop from her phone to the laptop...
I will keep looking for the solution. And I have re-started both the phone and laptop several times.
