How to shut down and then reboot my 2020 iPad? Also how to replace Cupertino weather with my local weather (Minneapolis)?

If your iPad Air is a 4th generation device wifi only, it hasn't GPS capabilities.
Try to connect it to a different Wifi Network (not at home) and it should get the correct location.
